I rather like "How does the guy who drives the snowplow get to work in the mornings?"...mostly because for 26 years, my father was the roads and trails foreman at a national park. During the winter (up there, it was 9 months out of the year) he and his crew were the ones that removed the snow from the roads. That wasn't always an easy task in a place were 20-30 foot snow banks and 150 foot snow drifts are common, and it wasn't unusual for it to snow 3-4 feet overnight.

Incidentally, the answer is that he drives, just like everyone else. If you have a good crew, and they operate 24 hours a day like they did at the park, at most, you'd only have about 6-8 inches of snow to have to drive through, regardless of how high the snow banks were. They did a good job of keeping the roads plowed. (They DID have instances of getting snow removal equipment stuck once in awhile, though...)
