Who decides what rights we have? If others decide what our rights are, do we really have any?

In all practicality, and though some people don't like it, this usually comes from our society. The good part of this is that society is always changing.

For example, five years ago in Iraq, women didn't have the right to education or business ownership. Most of the men didn't have the right to religious beliefs without putting their lives in jeopardy. That came from a suppressed society. Yes, most of it was due to pressure from Saddam and his cronies, and eventually, the people would have done something about it, but that would have been exceptionally bloody and would have probably brought in all the neighboring countries, whether they wanted anything to do with it or not. (The same thing happened a few times in Mexico, for example.)

Now, society has changed there, and women do have those rights, and the people have the right to their religion. This is the same in all countries. Society dictates, but it also changes.

the powers that be control what rights we have and when we have them and who will be allowed them and who will be denied them.
this may be a "free nation" but with the correct set of circumstances, and the correct propaganda, this will quickly become an oppressive and militaristic nation and everyone will accept it as the "patriotic" thing to do.

G-d help me i pray to be out of here when that happens cause the Jews always get blamed...that train's never late
