I don't think that this much of a majority of atheists would ever occur, but the statement is supposing that atheists are shunned. They aren't. In fact, many laws have been changed, including some that are silly and that inflame theists, just because a very few of the atheists are bent out of shape. In other words, the 95% is being inconvenienced in order to make a portion of the 5% happy. My experience has been that most theists are more tolerant of atheists than the other way around, though there are a few who go overboard. But those few do not represent the majority.
