I think that the meaning of life is to live it and experience as much as possible.

Each individual makes meaning of life.

No government or institution put in place can define a individual life.

We make meaning of life by living it in each of ourselves.

I didn't say that you had to experience life in full. Just experience it to the best of your abilities. And that's not just the good stuff, the bad stuff can have meaning too... Just do your best to appreciate it for what it is, IMO that's the meaning of life.

By that do you mean the question "does human life has a purpose" or something else?

If you do mean the question the way I phrased it, then I would say that we are all here for the same purpose, which is to learn. Ideally what we should be learning is our true nature - "know thyself."
