Country requirements

Many countries require people moving there to learn the major language of that country, as well as to provide proof of income (usually at a rate that in this country would be considered middle class). A good example of this is Mexico.

Do you think that it is fair and equitable for people moving to Mexico to be required to learn Spanish and to prove an income (currently, they must prove that they are making $50 a day), when there is no restriction on a person moving here to learn English or proven even a potential of income? Isn't this very one sided?
