Judaism Belief v. Action

Even though belief and action are often intertwined, which do you emphasize more and why?

Those who emphasize their belief (read opinions) over actions are talkers and not doers.
If you believe in something, then do it, don't just talk about it.
Talk is good for refining the belief/opinion/speculation, for testing it out though.
